표면적으로는 둘 다 '말하다'라는 의미를 갖지만 특히 'tell은 어떤 것을 알려주거나(inform) 가르칠 (instruct) 때' 쓴다. 이런 의미로는 say를 쓸 수 없다. 

 He said to me that it was my last chance.

 → He told me that it was my last chance.

 He said to me 'Good morning.'

 ↔ He told me, 'Good morning.'(X)

 'What's your problem?' I said.

 ↔ 'What's your problem?' I told her.(X)

② tell 뒤에는 말을 듣는 대상(사람)이 와야 한다(목적어로 사람을 취한다). 반면에 say는 사람을 목적어로 취하지 않는다. 사람을 표시하려면 전치사 to를 붙인다. 예외적으로 tell a lie, tell a story/joke, tell the truth 등에는 사람을 목적어로 쓰지 않는다.

 She told me that she would be late.

 She told that she would be late.(X)

 She said me that she would be late.(X)

 She said to me that she would be late.

③ tell의 목적어로 a word, a name, a sentence, a phrase 등이 올 때는 tell을 쓰지 못한다. 이때는 say를 쓴다.

 Alice told a meaningful word this morning.(X)

 Alice said a meaningful word this morning.

④ tell은 목적보어에 to부정사를 취할 수 있지만 say는 목적보어를 취할 수 없다.

 I told the children to go away.

 I said the children to go away.(X)

 Obviously, you cannot make friends with everybody.

: 명백히 -하다.

 This is because we have coffee as a way of relieving tension.

: 이는 -하기 때문이다.

 She is most likely to pass the driving test.

: -는 -할 확률이 매우높다.

 Broadly speaking, commuting by car has grown since the 1960s

: 대략적으로 말해서 -이다.

 It is reported that whales travel at the speed of 56 kilometers per hour.

: 보도에 따르면 -이다.

 Even so, over one-fifth of the population still lives below the poverty line.

: 그렇다 하더라도 아직 -이다.
