마리화나(Marijuana Growing)를 재배했던 집 구매

 

얼마 전 “마리화나 재배했던 집을 구매해도 좋은가요?” 라는 손님의 전화를 받았다.

 

이런 전화를 과거에도 몇 차례 받은 적이 있어 안내의 필요성을 느끼고 있다가 다시 전화를 받으니 안내 해야겠다는 생각이 들어 소개하고자 한다.

 

부동산을 거래할 때는 마리화나를 키웠던 사실을 공개(Disclosure) 하도록 되어있다. 그럼에도 불구하고 경찰에 발각되지 않으면 은폐하는 경우가 허다하다.

 

경찰에 발각되면 자동적으로 시청에 연락되어 시청 부동산 대장에 기록이 남아 있으므로 부동산 중개인은 이를 조사하여 구매자에게 알려주어야 한다. 그러나 경찰 등 외부로 발각되지 않으면 이를 공개하지 않고 흔적을 감추기 위한 공사를 하여 발견되지 않은 채 집이 거래되는 일이 있어 주의가 요망된다.

 

우선, 시 조례에 따르면 인체에 해롭고, 관련 규정을 위반한 건물에는 'UNSAFE' 라는 태그와 함께 건물 사용허가를 철회할 수 있는 권한이 시 빌딩 인스펙터에게 부여 된다. 적발 과정을 보면 BC 하이드로나 여러 경로로부터 정보를 입수한 경찰이 습격하여 적발한다.

 

마리화나를 키운 집이 소탕되고 발각되면 시청 빌딩 인스펙터는 'UNSAFE' 태그를 붙이고 곰팡이 및 유해 화학물질의 오염, 건물 구조안전, 전기 및 가스설비 안전과 설비시스템 변경에 대하여 조사하고 기본 안전 시스템 업그레이드를 건물주에게 요구한다.

 

이때 기존의 모든 불법사항들에 대해 허가를 요구하고 있으며 여기에는 지하실 등의 불법 개조, 어프라이언스 교체, 무단 증축을 포함하여 곰팡이 및 화학물 오염, 덕트 크리닝, 전기구조변경, 가스배기시설, 설비 구조 및 변경 등에 대해 원상 복구를 명하고 복구 후 철저한 점검이 끝난 뒤 입주허가를 명하게 된다.

 

1.  목조 구조물의 피해

 

구조적 피해는These modifications may affect the structural integrity of the home, as they do not comply with the Ontario Building Code. 목재에 치명적인 습기에 의한 손상이다.

 

마리화나를 재배하기 위해서는 물을 많이 주게 되는데, 이에 따라 높은 습도와 온도로 목재에 곰팡이가 생겨 목재를 썩게 하므로High humidity from the grow operation may also cause damage to the structure of the home or may cause excessive mould growth which may impact the health of future occupants. 구조에 손상을 일으킨다.

 

High levels of humidity can cause wood to eventually warp, including staircases, handrails, floor finishes, roof joists and wood studs in walls.높은 습도는 마리화나를 재배하는 방 벽은 물론이고 계단, 바닥 마감, 지붕 장선과 스터드 등 목재에 손상을 일으킨다. The structural integrity of these components may be compromised. 특히 장기간 재배했던 집은 구조에 큰 위험을 초래한다.

 

Floor joists, roof supports and wall studs are sometimes cut to accommodate the extensive ventilation systems required by these operations or to accommodate the creation of booby traps designed to foil police. 환기를 위해 지붕과 벽면 스터드가 절단되어 집을 취약하게 만들고 These traps are dismantled, but the structural damage may still remain.Sometimes, false walls or improperly installed load bearing walls can cause structural damage. 때로는 마리화나를 재배하기 위하여 거짓 벽 또는 부적절하게 설치된 로드 베어링 벽은 주택의 구조적인 손상을 초래할 수 있다.

 

High levels of condensation caused by excessive heat and moisture and improper ventilation can cause wood frames around windows and doors to rot. 과도한 열, 습기 및 부적절한 환기로 인해 발생한 결로(응축수)는 문의 나무 프레임 등 목재에 손상을 준다.        

 

ENVIRONMENTAL DAMAGE - Chemicals used in the grow operations may discharged onto the surrounding soil or dumped offsite in some other non-environmentally friendly manner.

 

2.  전기, 가스 및 소방 유틸리티의 피해

 

Marijuana grow houses found in residential areas often use electrical bypasses to circumvent utility meters and to steal electricity. 마리화나를 키우기 위해서는 열이 필요하므로 전기나 가스를 훔치기 위해 구조물에 손상을 입힌다.

 

A bypass usually requires a large hole drilled through the concrete foundation or walls to tap into the underground, outside hydro lines. 즉 큰 구멍을 콘크리트 기초 또는 벽을 뚫어 지하 및 외부 하이드로 라인을 훔친다.

 

훔친 전기나 가스로 열기구를 과도하게 사용하여 Fire hazards, such as exposed live wires and overheated electrical ballasts, are often found in the homes.화재 위험이 크다. 이러한 과열에서 오는 화재는 마리화나 재배가 불법이므로 집이 전소되거나 일부 피해를 입어도 보험으로 해결할 수 없어 재산상 커다란 손해를 입

 

3. 실내 공기의 오염

 

Air Quality Prolonged periods of high humidity have been known to cause moulds to develop in a house, including the inside walls, drywall and insulation.Marijuana plants produce pollen that escapes into the air. 마리화나 식물이 꽃가루를 생산하여 공중으로 날라가Respiratory conditions and allergies can be triggered by certain kinds of pollen and mould. 호흡기 및 피부 알러지를 일으키는데 이는 꽃가루와 곰팡이에 의해 발생한다.

 

특히Children and those with respiratory ailments are particularly susceptible. 호흡기 질환에 취약한 어린이와 노약자들은 Pesticides, fungicides, hydrogen peroxide and fertilizers are mixed together and applied to the plants to increase yields and protect plants from insects.살충제, fungicides, 과산화수소 비료와Improper ventilation, intense humidity levels and even structural considerations, such as carpets, can prevent these chemicals from escaping. 부적절한 환기, 높은 습도 및 화학 물질 등으로 호흡기 관련 질병에 걸릴 수 있다.

 

4. 구매 결정

 

마리화나를 재배했던 기록이Respiratory conditions and allergies can be triggered by certain kinds of pollen and mould. 시청 가옥 대장에 남아있거나 홈 인스펙터에 의해 흔적이 발견되면 부동산 가격을 내고하여 다른 집보다 값싸게 구매 할 수 있다.

 

그러나 후일 그 집을 팔때도 마찬가지로 좀 싸게 거래되는것이 현실이다. 마라화나를 장기간 재배하지 않았던 주택이고 철저하게 안전 점검이 이루어진 집으로 값이 저렴하다면 긍정적으로 생각해볼 만 하다고 본다.
