낮선 동양의 작은 국가인 대한민국을 위해 기꺼이 목숨을 바치고 몸과 마음을 다친후 각자의 나라로 돌아 간 유엔참전용사들은 전쟁참전 이전처럼 평범하게 생활을 할 수 없었고 소위 잊혀진 전쟁이라고도 불렸던 한국전쟁은 미국이든 캐나다든 시민과 국가의 관심이 멀어져서 몸과 마음을 다해 희생한 참전용사들은 참전에 대한 후회도 하게 되고 힘겨운 생활을 하는 것은 물론 자녀들도 경제적으로 힘든 경우가 많다. 특히 미국등 경제적 여유가 없어 제때 치료를 받지 못하는 참전용사는 물론 참전용사 가족인 자녀들도 많다. 이에 한국 정부의 국가 보훈처가 참전용사의 희생과 공훈에 감사하고 그들의 노고에 보답하고자  의료나눔 사업을 한다. 

 결코 그들의 희생이 헛되지 않았고 자유와 민주주의를 위해 목숨바쳐 지킨 한국전쟁이 결코 헛된 것이 아니었음을 보여준다. 최근 한국에서는 유엔참전용사들을 위한 COVID-19 키트지원은 물론 마스크지원은 물론 유엔참전국 우선의 COVID-19 검사키트 지원등을 통해 한국은 결코 그들을 잊지 않았음을 보여주고 있다.

 국가보훈처에서는 유엔참전용사의 희생과 공훈에 감사하고 UN참전국과의 우호협력 증진 및 친한 인재 양성을 위하여 2021년부터 보건복지부와 협업을 통해 의료사각지대에 놓인 참전용사 후손들을 위한 나눔의료 사업을 지원할 계획으로 있습니다.

<나눔의료사업 개요> 

ㅇ사업명 : 6.25 UN 참전용사 후손 나눔의료 사업

ㅇ대상 : 경제적, 현지치료불가 등의 이유로 건강상 어려움이 있는 22개 UN참전국 출신 참전용사 직계후손

ㅇ지원내용 : 항공료, 국내 체재비, 치료비(의료기관 부담)

ㅇ신청마감 : 상시 신청 가능하며, 2021년 10월 마감(예정)

ㅇ참고사항 : 배정인원 없으며, 질환 등 세부자료 확인 후 내부심사 거쳐 선정

□ (목적) 의료사각지대에 놓인 유엔참전용사 후손 대상 나눔의료(한국 초청 무료치료) 진행 

□ (모집대상) 경제적 어려움* , 현지 치료불가** 등의 이유로 건강상의 어려움이 있는 후손 * 예 :　경제적 어려움으로 인하여 현지에서 적절한 치료가 어려운 상황 ** 예 :　거주국가의 의료기술 등의 상황으로 인하여 치료를 못 받고 있는 상황 

□ (모집일정) 후손 발굴을 상시로 진행하여 선정과 함께 초청(치료) 일정* 등은 선정대상과 협의하여 진행 예정 * 치료일로부터 최소 3일전 입국, 치료 종료 후 최소 3일 이내 출국 내 용 일자 후손 발굴 상시 (~`21.10 까지) 후손 및 국내 의료기관 선정 후손 발굴 후 4주 이내 후손 초청 및 치료 선정결과통보 이후 ∼`21.11월 

□ (추진체계) <후손 발굴> <후손 선정> <비자·초청> <치료> 보훈처 재외공관 유엔참전용사 후손 나눔의료 협의체 유엔참전용사 후손 나눔의료 협의체 국내 의료기관 □ (지원내용) 후손 및 보호자(1명) 여비* (항공료, 국내 체제비 등)는 한국 보건산업진흥원에서 지원하며, 환자 치료비용은 의료기관에서 전액 부담 * 왕복 항공료, 체류 기간(질병, 치료과정 등에 따라 최대 12주) 동안의 식사, 교통비, 통역비 등의 실제 사용비용(선정대상이 지출해야하는 비용 없음) 

 □ (후손 발굴) 후손 발굴 진행 시 건강상태관련 항목에 대한 정보를 수집하여 나눔의료 대상자 선정 자료로 활용

1) 최근 3년 이내 의사로부터 진찰을 통해 치료, 입원, 수술(출산관련 제외), 투약과 같은 의료행위를 받으셨나요?(O, X/행위에 대한 구체적 내용 명시) 

2) 아직까지 치료, 입원, 수술, 투약 등과 같은 의료행위가 진행 중 이신가요? (O, X)

□ (대상자선정) 발굴 된 후손 대상(후보군)의 질환 등에 대한 세부자료를 협의체 소속의료기관에 의뢰하여 치료가능여부 등을 확인 후 내부 심사*를 거쳐 대상자로 선정 * 현지에서 치료불가 질환, 치료 후 사후관리 필요 기간 등 세부사항 판단 <질환 등에 대한 세부자료> 

ㅇ 병원을 통해 발급받은 진단서, 의료기록(X-ray 등), 투약기록 등 질환명, 건강 상태를 확인할 수 있는 자료 □ (신청방법) 담당 재외공관(재외공관 작성), 기본인적사항(후손 작성) 등을 붙임 (나눔의료 신청서) 양식에 기입하여 함께 세부자료를 첨부하여 이메일 신청

Identification of Medical Charity applicants among the descendants of UN Korean War veterans (plan) 

□ (Objectives) To provide health benefits to the descendants of UN Korean War veterans left in the blind spots of healthcare (by inviting them to Korea for free medical treatment) 

□ (Eligibility) Descendents of UN Korean War veterans who are facing health problems due to economic difficulties* or unavailability to receive medical treatment in their location** * Note :　Those who cannot treat their underlying medical conditions accordingly due to economic difficulties ** Note :　 Those who cannot receive medical treatment due to poor medical technologies or others reasons in their country of residence 

□ (Schedule) Identify the descendents and select the program participants constantly, and the detailed schedule of invitation (for medical treatment) will be determined after discussion with them * (Arrival) three days prior to the treatment / (Departure) three days after the treatment ends Task Schedule & Deadline Identify the descendents Open (until Oct, `21) Select the participants and medical institutions in Korea Within 4 weeks after identification Invitation & treatment Selection notice ∼ Nov, `21

□ (Benefits) Travel expenses* (airfares, living expenses, etc.) of the descendents and their caregivers(only one person) are fully covered by Korea Health Industry Development Institute (KHIDI) and the entire medical expenses for treatment are paid by the medical institute * Roundtrip airfares and actual expenses for food, transport, interpretation service, etc. during their stay(Maximum 12 weeks depending on the diagnosis and treatment) in Korea (no extra charge to the program participants) 

□ (Identification methods) To identify the descendents, the health information of the applicants regarding their health condition is collected in order to select the participants of medical charity program 

1) Have your ever received medical practice after being diagnosed by doctors within the recent 3 years including treatment, hospitalization, surgery (excluding childbirth), administration of medication? (indicate O, X/ specify the medical treatment you have received) 

2) Are you still under medical practice such as treatment, hospitalization, surgery, administration of medication? (O, X) 

3) Are you facing economic difficulties in receiving medical practice? (O, X) ※ Those who answered "O" to Q1 go on to Q2, and those who answered "O" to Q2 also continue to answer Q3 □ (Selection procedures) Detailed information on the disease or disorder of the descendents identified (program applicants) is sent to

 medical institutions under the council to confirm the availability of medical treatment and others, and the participants will be selected in final after internal review* * To determine whether the disease or disorder cannot treated in their country of residence, period of follow-up treatment, etc. 

ㅇ Materials that can be used to check the health condition of the descendents (applicants) including medical certificate issued by doctor (hospital), medical record (X-ray, etc.), medication administration record, etc. 

□ (Application) Complete the medical charity program application form (in the attachment) describing the embassy of the country of residence (written by the pertinent embassy) and personal information (written by the applicant) and submit it through e-mail with detailed materials
